Toshiba Laptop – Unable to Boot from CD or USB

Hello,

I am working with a Toshiba Satellite TL305-S5968, currently installed with infected Windows Vista.

I am trying to wipe it and do a fresh install however the laptop either sits at at boot up with blinking _ or doesn’t boot from the specified media (usb hd or cd) and goes straight to Vista install currently on there.

Yes, the boot order is correct in BIOS, I have also manually tried with F12.

I have even deleted the other partitions that laptop comes with which contains recovery stuff.

I have tried bootable CD’s and properly configured bootable USB hard drive containing Win 7, Vista, and XP.

What did I miss?

Why doesn’t this laptop boot from anything other than the existing partition?
