Toshiba User & BIOS password

I have a Toshiba Satellite M115-S3014 and it seems that I have a “common” problem. I tried a couple of weeks ago to switch to Vista and I flashed my BIOS (with the software from Toshiba official site). after reboot I got passwords on both user and BIOS, password I dont know. I bought the laptop from a US military PX shop/Kandahar while serving in Romanian army. the warranty expired 2 months ago and in Romania I wasn’t able to find a Toshiba service to solve the problem for free (since Toshiba admitted that this is a known problem). I tried almost everything I found on the net. even removed the CMOS battery from the MB almost a week. someone said to short the JOPEN1 pads (couldn’t find those). I’m kinda stuck. don’t know what to do anymore. any suggestions, other then replacing the damn laptop with anything else …but Toshiba?
well, it looks like I didn’t make myself clear on this 1, so…after the 1st screen (toshiba logo w/ press f2 and press f12 stuff) I’m prompted for a password. the same thing happens if I press f2 and enter BIOS utility.
