Tracking changes appear in document.

I suspect that the answer lies in the fact that the user did not uncheck track changes.
However the court is now sending its opinions to a central location so that they are converted to html, and posted on line, however the document that is postedon line is showing the tracked changes? and , but when you look at the actual document they do not show up, any clues. ?—– Thanks Sandi
