Transfer of one server rights to new server.

I am installing a new server, files are easy to transfer but how can I transfer folder rights from the old server to the new server without adding all the users on the folders who have rights access to the new server. Is there an easiest way to do this situation.

What type of server? 2000 or 2003?

If you have AD setup, and the new server is going to be in the same domain, you don't have to add folder rights. The new server should automatically detect the users via AD and give them access.

use ROBOCOPY with the /SEC switch, it will transfer the files and the security settings

ROBOCOPY DriveLetterSource DriveLetterDestination /MIR /E /SEC /R:2 /W:2

The command above will copy all the files (it will actually mirror the files, it will overwrite any files on the destination folder) including sub-folders, include the security settings on folders and files, will retry 2 times in case if cannot "grab" the file.
