trouble installing new hard drive

I have a old Systemax 550Mhz with 640MB ram that was running WinXP Pro, the hard drive died and I ordered a new “WD1600AA” it did not come with installation software but I down loaded that from WD.
The hard drive is recognized and I burned WD Data Life Guard for DOS to a CD (using both Roxio as specified by WD and drag & drop with Windows) I am following the printed instructions and the system won’t read or boot from the disk,
so I down loaded the same program but for floppy and tried to save to the floppy (the floppy on my system which is much newer is a USB) I have tried many floppies and I keep getting error; to close the write protect on my disk. it is in the manfacture setting which I call open so data can be added. I use this floppy all the time and have never had a problem. Also, I have tried booting from the WinXP CD, I keep getting the message that it can’t read from the CD and I’ve used 3 different CD’s. I have changed the both CDroms twice to drives that I know are good, in setup I have changed boot order as needed. Never had this many problems with a drive before.
I have not tried to install an older version of Windows and then upgrade, but maybe that is the next solution. I have been through a dozen CD and countess floppies. Another option I haven’t tried is to install another hard drive with OS loaded then use the Windows ver. of WD DLG running this new drive as a slave and setting it to be bootable, using that option it will copy data from the other drive which I don’t really want since this Systemax isn’t mine.
Needless to say I would greatly appreciate any help offered. I’m sure I’ve forgotten to mention something.
