Trouble shutting Win98 system down

I’m having trouble getting my Windows 98 system to shut down properly. (Packard Bell). I’ve checked both Temp directories and cleaned those up. I’ve defragged. I run a utility called Fixit’99 by Mijenix so, I’ve done registry fixer, registry cleaner, disk fixer, cleaned up files and all – still not a lot of luck. I run their virus checker, but I’m not sure how good it is. Any ideas?
