Trouble with video on some software

Hey, all. Something rather strange is happening to my computer. It runs fine and everything, not a hiccup... Until I decide to run a graphics-memory intensive application, such as the TV-Tuner application or even a DVD player.

Heck, I've recently discovered that now Windows Media Player when streaming off the internet sets off this strange error. When the application tries to run, the computer stops responding and the picture turns into a series of multi-colored vertical lines. It's not a driver issue, as I've reinstalled the most recent driver multiple times now.

I have 1 gig duel-channel ram, a 512 Meg Sapphire Radeon X1600 Pro video card and an AMD 64 bit processor at 1.81 GHz (though I'm running 32 bit Windows XP Pro). I've tried pretty much everything, including System Restore to a date it was working.

Only 2 things I haven't tried yet: Repairing Windows and dusting off my video card. Should I try one of these before I panic?
