Troubleshooting MS ISA SERVER 2000

I have installed MS ISA Server 2000 running in my setup.Everybody is able to browse the Internet as their is no rule set but only one m/c is not able to send POP3 Mails as well as Msn & Yahoo Messenger is not working.
