TS does not permit logon interactively

We have a win2k server/domain controller that my general manager wants me to set up so he can access applications from home thru terminal services. I've installed terminal service and can logon as administrator. But when I try to logon as him I get "Local Policy of the system does not permit you to logon interactively" If I make him a member of administrators it lets him logon but I don't want him to have administrator privledges.
What am missing here and how do I resolve it?

Start->Administrative Tools->Local Security Policy->Local Policies->User Rights Assignment->and Double click Log on Locally Policy and add his user name in the settings.
By default it will "Local Policy Setting" is checked.
But if "Domain Level Policy" are defined then that will override local policy otherwise your user can log on locally.

Sounds like it is set up in administration mode. In order to have your GM logon as himself it neesd to be set up in application mode.
