Most TVs need to have the audio and video signals dawn together as output. Plug both audio and video output sockets on your TV. The Audio signal can be fed to your PC sound card - line in - and you can use the sound recorder to record to a wav file.There are other utilities to save the sound to formats like mp3, au, ram, etc.

I use a x10.com video capture device that is USB and for sound I use my soundblaster live input jack.
I use www.winvcr.com software to capture both sound and video at the same time. Else I just use the sound recorder that came with my sound card for just sound capture.
I bought the ATI All In-Wonder Radeon video card. With it I basically built my own Tivo. Not only am I able to record audio but I can also schedule it to record my favorite shows when I'm not home.
