Unable to delete file

I am unable to delete a file with long name. it seems to appear after a virus attach. Virus has been cleaned out but the files remains.
Specs: WinXP, NTFS, file has htm extension.
When right-clicked there are no Properties or delete or rename. you can either open, edit and something else. it would not go away in any conventional way. I tried NTFSPro, Used 8.3 file structure. Still can?t delete or rename neither file nor directory. File name is very long and has normal characters and equal sign between them (something like: blablabla=blablabla.htm)
Any suggestion will be appreciated.
P.S. i have heard that there are some Linux or Unix utils that world work but was not able to find any.
