Unable to delete folder in user drive without closing outlook 2k3

I have a user who is having an odd problem. In the users home drive, lets call it U:, he has a rather large amount of folders; call them A thru Z and a folder called PST (which hold a PST or two that he is using.)
He will go to folder A then drill down two more levels (folder a then folder 1.)
From folder 1 he will move a document to a folder 2 (up a level to folder a then back down a level)
Once moved the folder 2 he goes back to delete folder 1 and gets an access violation telling him another program is using the folder or it is open. Nothing else is using the folder or mapped to it.
Once he closes outlook he then able to go back to that folder and delete it.
I do not understand y this would happen if nothing is pointed to that location. I understand that the PST’s are open while outlook is but if they are mapped to basiclly the root of the users U: why would closing outlook allow the user to then delete the folder.

Is there something i am missing, i have spent a good amount of time on this users issue and my personal thought is the problem is between the chair and the keyboard. I tend to think he is leaving that window open somewhere and trying to delete it from anthoer window.

His user folder is extreamly deep with duplicate directories and a bunch of random crap everywhere (not technically inclined at all.)

I have done a ton of troubleshooting and trials on the box and have not resolved it. Any thoughts would be helpful, its always good to have a different point of view.
