Unable to install IE9, and only IE9

I am running Windows 7 Pro, 64-bit. 8GB RAM. I am able to successfully install all other windows updates except IE9. I keep getting a code error 80042009. I tried following the troubleshooter in the message that pops up.

Here is what I have tried up to this point.

1. Download the IE9 Full installer, same error fails about the 50% mark.

2. Verify no other updates pending. All other updates successful, even service pack 1 for Windows 7..After SP1, IE9 still fails to install

3. Performed full system scan, no maleware or virus.

4. Uninstalled both Symantec Endpoint and Spybot, IE9 Install still fails.

5. Verified that Windows Firewall is enabled., IE9 install still fails.

Hi

do you have any addons or toolbars installed, try removing those. (have you rebooted before reinstalling ie 9?)

Assuming you are doing this as the real administrator or 'run as' administrator?

Add-ons that could be involved: Java, Flash, Acrobat, Shockwave, etc.

Yes I have tried the "run as" administrator. Still no luck. I even turned of Access Control..still fails.

No, I have not tried disabling add-ons. I will disabled all Addons and report back tomorrow or later tonight.
