Does he get any error messages when he tries to browse to his company's page and HP? or does he get the usual 'page can't be displayed'?

I would recommend deleting his temporary internet files. If you open IE and go to tools, options, General tab, settings, delete files including all offline files, and also get rid of the cookies.

See if he's setting up an IP address at home that actually belongs to his company.

Our high school used to use 209.175.112.x/255.255.255.0. When our school board president (who first established our network) set up his home network, he "borrowed" a couple of these IP addresses. He was then unable to surf to our web site. I changed him over to a private range and he was able to get on.

Not sure why HP would also be blocked, though...
