unable to load software in W2k

I ‘m trying to load palm desktop on a users machine and while i can load it logged on as the user or admin loccally, i cannot load it while the user is logged on to the network. You can’t copy from profile to profile and can’t create a shortcut. I’ve loaded it on the network drive,but it isn’t accessible. Only from the server.
I’m sure I’m ovelooking something simple.
To sum up, it is accessible if the user is logged on locally, but they need while logged on to the network. win 2000 Server and win2000 pro on the desktops. I even added the user to the administrators group locally and on the network, but no luck.
