Unable to receive DHCP address

I have a user (IT Manager actually) that cant get an IP address from the DHCP server. He can do a renew a get one, but when he boots up, an address does not associate to his laptop. I have removed his pc from the domain and re-added it. I seem to get the same thing when he does (sometimes). The DHCP server has an enormous scope with over 4000 address available (another item that needs fixed).

Has this happened to anyone else? What are some causes? Any fixes for this? The client is a W2K box and the server is NT4. We havnt made the move to AD yet (yet another project).

have you flushed the dns resolver cache?

ipconfig /flushdns

Are you running WINS? If so - enable WINS resolution for W2K client (IP address of WINS server) or change settings of your DHCP server (instruct DHCP to assign the WINS server).
You can always assign a static IP address for your client (exclude this address from DHCP scope).

This is the option I want to use, but the IT Mgr wants a reason behind the issue and not just the fix. We use wins. I want to put on a static (already did on my laptop), but that will have to wait

In networks where you have the spanning tree protocol running a switch will block a port for a few seconds when a link is first detected. This is to insure a loop free network while spanning tree goes through its blocked-listening-learning-forwarding phases. Sometimes DHCP clients will have problems getting their ip address because of this. The timers can be adjusted but use caution. You may even be able to disable spaning tree on ports that you know are only connected to a single workstation.
You may also want to take a look at how far (in hops) your DHCP server is from the client that is having problems. With 4000 addresses in your scope it sounds like you have a rather large network. Maybe there is congestion on the network that is forcing a timeout or the server is overtaxed causing a slow response.

Actually we a small network. The address scheme was poorly designed and needs to be redone at somepoint in the next 2 months. We are not using spanning tree.

check to see if you have a bootp server running on the same subnet. Your machine may be getting an answer from the bootp server instead of the DHCP server, but since the adapter won't get a proper ip address, it will show as having 0.0.0.0 address,but DHCP will think it has an address and will stop trying to give it a new one. The only answer I know of in that case is to turn off bootp, or do some network re-arranging so DHCP will answer first.

My guess is that it's in the local machine and not in the network infrastructure.

So install new drivers for the network card, if that will not resolve the problem, replace the network card itself.
