unable to retrive outside mail

im have a serious problem with my ms exchange 2003 i cant recive any outside mail i have about 16 user on my domain and all 16 user cant recive any ouside mail but in ms outlook all are connected to the exchange and doesnt give any error when retrieving mail what seems to be the problem?
plz help its very urgent tank you
