Unable to stop or start any services

Hi,
I have a windows 2000 server. For some reason I'm unable to stop or start any services. When I do try the service screen freezes. I have to end task. Rebooting does not help. I even tried msconfig to disable services and this also freezes. There was one service I had to start and I did this through making a registry change. And rebooting. Is there a reason the computer is in this state and how this could be fixed? Any help would be appreicated. Thank You

Reboot, press f8, invoke last known good hardware configuration.

This may resolve your issue.

Last known good is an invalid option here due to the fact that it has been rebooted (according to the text).
Try disabling services through the Recovery Console and/or Safe Mode

If you check all the services are any of them in the state of 'starting' or 'stopping' if any service is in either of these states it can prevent you from starting or stopping other services. If any are in either state then make note of the service reboot in safe mode and set that service to disabled and reboot into normal mode then you should be able to start / stop other services. Then you will have to find out why the disabled service was hanging.
