unable to switch between download full items and download headers

Using Outlook 2003 with Exchange server on a laptop running XP Sp3 Professional.

Outlook is showing Connected, but there is no drop down ability where you select work offline or download header/full items/etc...

When attempting to open attachments it takes forever so I was wondering if it was only downloading headers which led me to this other issue.

By default, your exchange connection is just a peeking window to the abundant information on the server.
On the client PC, go into control panel - mail, dig up the corresponding account and drill down to enable (if you're allowed) an offline storage (OST). (By the way, outlook should not be running while you're playing here.) Selection of what to download doesn't make sense before you've enabled the offline copy...

While you're at it, in the client you can create a "personal folder" (pst), which may be located on an automatically backed-up or synchronized location, so that the user has somewhere to move things from the exchange account when it starts to fill up.
