Unable to write to drive c:

I’m in the middle of building a new PC. All of a sudden I get this blue screen of death while loading software from the CD. The text states unable to write to drive C:, all info will be lost. I hit the “anykey” and it starts loading again. Over time it just kept getting worse and worse. I changed out CD’s and drivers and it has only happened once. I know it must be something to do with the drivers and the BIOS? The BIOS is a brand new Award and the OS is Win98se. I also ran into the shutdown/scandisk problem faster chips are causing, loaded the SP from Microsoft and that fixxed that problem. If any one has some ideas please let me know.
