Unix Support Requirements

We're in the process of determining "in-sourcing" requirements from a Unix support perspective. Does anyone know of documents that support, for example, the number of support personnel required on a per server, per user, etc basis? Are there any "general rules of thumb" that we can use to propose and justify hiring new employees and consultants?
