Unknown names in quota entries.

I maybe a bit out of my league, but keep it simple if you can. Thanks.
I was trying to make room on my small home pc, Windows XP. I started with purging my unused personal files but that didn't give me much. I went into quota entries just to see how space was being used and found user names I had not entered? First I want to know why are these accounts here? What puts them there? What do they contain? How do I view the data stored under these "LOGON NAMES" that are a series of long numbers? Will all of the User accounts I WANT to keep function properly if I delete these ghost accounts? Can I and should I stop them from being added?

These accounts take up quite a bit of my disk space. If they're not necessary or if it's a way for the sites we visit to track us they're history. Any help would be appreciated.
