Unknown Recipient

I have had people leave the company, and they have been deleted as a user in Exchange 5.5. I continue to get mail in the Admin box address to them. Most of it spam, and I can’t reply to get off the list.
Question: How can I block mail coming into them and cause it to go back to sender?
I do not want to recreate them as users.
