Unlock pc without Admin Rights

I work in a secure (medical) environment where multiple users (nurses) use 1 or two pcs. How can I secure the pc to where when the screensaver comes on, any other user can unlock the pc and automatically log off the previous user? This is a 250+ facility and I want all pcs to lock and unlock the same way without the Administrator having to do the unlocking.
