Unmovable icons

I have a Windos 2000 PC that will not let me move the desktop icons. They bounce back to their original positions. New ones can be added, but they too will not move. Auto arrange is turned off and the registry keys for the desktop appear to be correct. It’s as if the auto arrange is still turned on. This happens under multiple Windows profiles. Any ideas?
