Unproper Shutdown

dear sir!
i have a windows98 O.S second Edition my problem is that when i shutdown my pc then my pc does not proper shutdown and windows LOGO screen "windows is shuting down" still presist.i have done format and reinstall new window.sir whats the reason of this problem please give me a perfect anserwe of this question with your great experience.

1. It is a well known issue and MS provided a patch. Refer to MS KB Article 239887: Windows 98 Second Edition Shutdown Supplement or http://tinyurl.com/5uy0

2. Another well known cause is by an antivirus program. For example, in Norton, if ?Scan floppy disk in A: for boot viruses when shutting down? is check marked and there is no floppy in A:, Windows will hang waiting for a floppy. This does not happen to every computer but I have seen it a few occasions.
