I am reading the PDF about the services and I noticed you havent included anything about WZC if you disable Event Log service, try disabling Event Log service then search for wireless networks, woops, there are none, this problem has driven me crazy a couple of times but now it’s hard coded into my memory.
PS. This was on my installation of XP SP2, I’m not saying it happens to everyone, although I think a saw a laptop at an exhibition once which I fixed the same way, so it could be common.
