updating M\S Internet Explorer 2.0

Scenario – The h.d.is wiped.Win NT is installed in C:partition formated to NTFS.When attempting to upgrade to IE5.5,all seems to download well,but on launch,only winks at you,with no error.On attempting to update to 6.0,there is this message”service pak 6a must be installed prior to download”and indeed -serpak 6a can be installed but the issue remains?????????
