Windows Security Model prevents the user from adding or installing printers onto their computer. If you want to user to be able to add printer you need to adjust a setting in Group Policy to allow users to add printers. If you are running Active Directory Schema below 2008 R2 Standard there is chance these settings do not exist. In that case you would need to had an ADM template.

Computer Configuration
-Policy
-Administrative Templates
-Printers
>Disable (Point and Print Restrictions)
