is there a way buy a new server win 2000 or 2003 and have it pick up settings and info from a win nt 4.0 computer that is the PDC or a BDC Since the win nt computer is too old to upgrade I will need to merge new computer with old

You can install the new w2k server as a member server of the existing domain. then run dcpromo.
Of course applications on the old server has to be installed on the new servre, same as printers and other data.

a "merge" with the same name of the old server is impossible. you can not have 2 names at the same time in a network , and even if you disconnect the old server and give the new serve the same name the sid is different.

Will Dcpromo grab users and/or their settings from the old nt 4.0 and put them in the new server under AD or will I still have to recreate all users and thier home folders

There are numerous Microsoft TechNet White papaers on this subject. Are you going to migrate to the W2K server or still have the NT as the PDC. DCPROMO will get your 2000 box in the domain but won't get you the user accounts or shares etc. You will need the AD Migration tools
