The first thing is that Windows 98 Doesn't Natively Support USB

So you need to install USB Drivers for what you want to connect. If these drivers are not available you either need to use something else to connect with or write your own Drivers. The last isn't something that many Windows Users can do though.

The easiest way to get a Windows 98 Computer onto the Internet is to connect by Wire to the Router or buy a Wireless card for the 98 Computer that has 98 Drivers so it can be loaded after installing the hardware.

I'm not quite sure where the Bluetooth bit comes in though unless you want to connect your Computer with your sons via Bluetooth. If that is the case you'll need a Bluetooth Device with Windows 98 Drivers to do it that way though I'm not sure just how well drivers like this are optimized for Windows 98 or Windows 98SE or how available they may be.

That's not something that I've needed to do in the past.
