USB dead on Tecra 8000 after xp pro sp2 new install. HELP!

Hi,
I have recently upgrading a Tecra 8000 from win98 to xp pro and since install The (1)USB port won’t recognise anything when it is plugged in. I have 2 of these Tecra’s and they both are exhibiting the same problem.
Checked so far.

Power management tab on root hubs.
latest intel control chip driver installed.
bios USB enabled

The strange thing is that if i plug a USB mouse in there is no problem, but if i plug in anything that needs a little power, for example, an external hard drive then the light flashes on the hard drive case and then goes out, no whirring from the hard drive and no extrra/new listing in device manager, There is the little pop sound when i connect but thats it. It’s as though there is no power feeding it.
I also tried inserting a 4 USB2 port PCMCIA card. It loads all the card drivers correctly but then when i plug anything into it there is still nothing.
The bad news is that i can’t use any driver software, like drivergen or driver detective as they need internet access to check and naturally i have only a usb connection available..

The next thing i will try is to flash the BIOS with the latest version, an issue in itself as the new bios requires an A drive, naturally not on the Tecra. (no probs though there).
Everywhere i look for help online it just says the same thing, uninstall the controllers and root hub and restart and let it all load up new again.
I have tried all these things and am at wits end. I also plugged a powered usb device in as well and still no action.There are no exclamation marks etc in device manager and all appears to be correct.What could be up, Is it simply a case of motherboard not being able to suport a usb device that needs anything more than 50 miliamp or what?
