USB not active during startup

I apologize if this has already be asked, but I couldn’t find an answer.

We have a machine running Windows XP and the USB ports are not active during startup, i.e. the mouse and keyboard are not responding. This particular machine does not have PS2 connections on it so we cannot connect an older keyboard to it. We would like to be able to access the bios, but without a keyboard it makes that a little difficult. Does any have any ideas or work arounds so we can gain access to the bios?
