i just reinstalled windows Me and now my multipurpose machine won't let me scan anything. It tells me to check the usb connections so i did and the usb port is enabled in the bios.

The first thing to check is the physical connection of yout USB cable. Make sure that it is securely installed at both ends. I see that you stated that the USB ports are enabled in BIOS (CMOS Setup), but you don't indicate if they are shown as functioning properly in the Windows' Device Manager. If they are shown in the Device Manager with errors, remove them, then let Windows re-identify them by clicking on REFRESH or by re-starting the system. If they are shown to be working properly in the Device Manager, then look for your multipurpose machine in the Device Manager. It should be under the USB section (or possibly its own section.) If it is not in either place (or it is stuck in the unknown devices section), re-install it, exactlyfollowing the directions that came with it. Some of these devices will not install properly unless you follow the directions "exactly." If you don't, you will have to uninstall the device and start over again. Additionally, when you re-install your operating system over itself, some of these devices get screwed up and act as if you didn't follow the directions in the "exact" order. Good luck.
If you're asking for technical help, please be sure to include all your system info, including operating system, model number, and any other specifics related to the problem. Also please exercise your best judgment when posting in the forums--revealing personal information such as your e-mail address, telephone number, and address is not recommended.
