USB problems

I have seen several posts about this but not identified a cure.

I recently watercooled my PC which meant removing the MB etc. Because it would not post on rebuild I cleared the CMOS. (Turns out it was the graphic card). Anyway ever since my USB mice and keyboard while showing up in the Bios and work fail on loading XP. Using a standard mouse I can enter device manager where there are no yellow flags. I simply disable one of the hubs and all the USB devices then load. Works fine until I turn the PC off again.
Now as you can imagine this is a real pain.
I have tried removing all the USB hubs and controllers and re booting – no difference. they just load up again. I haved tried various port positions (Those not connected to the MB are mainly powered and the power requirements look ok.)
I am completely at a loss. XP is fully up to date. Grateful for any suggestions.
