USB root hub error

Am trying to install Epson scanner on Aptiva E85 w/Win 98. Device mgr has error “hub transfer request failure.” I removed and redetected the USB device. Scanner worked for awhile but now it does not & error is back. Can someone help? I have searched all over the net & can not find anything on this.
