USB to IDE/SATA Cable, XP won’t recognize hard drive

I have a USB to IDE/SATA cable. Plugging in a cd-rom externally it is recognized by my laptop HP DV4000 running XP with sp3 and works fine. I have tried hooking up two different hard drives to it, but they are having problems. Neither drive shows up in my computer or Windows explorer. However they do show up in device manager as a USB mass storage device. How can I get my system to recognize tese hard drives so that I can utilize them.
