User Adding Network Printer

I can not seem to be able to find a soloution to resolve the issue of user's adding printers w/o giving admin rights. I support several remote users as well as local users about 700. We are not running native as of yet. We are currently in the process of rolling out from NT to XP. With 2000 servers. I have tried every setting in the MMC local security polices. This is a major kink and if someone has a step by step fix please share it will not go unappreciated.

Are these by chance HP printers? I just migrated from Netware to Win2k and used the latest version of HP Web jet admin. When I created the que jet admin allowed me to set what group (Power User or Domain Users) had the ability to install the printers. Worked like a champ. All of my workstations NT and WIN2K mixed are able to install the network printers.

When you're deploying the XP machines, make sure that someone logs in as an admin to load the print drivers for each printer MODEL that is having problems (just double-clicking on a network printer of that type will work). We do this before imaging the machines. Then a Power User should be able to add a network printer without the prompt. I'm not sure about a regular User though; you'd have to try it.
