User cannot connect to internet

Connection Sharing in Local Area Connection box, an error message “An error occured…. Internet Sharing cannot be enabled…”.
I have uninstalled and reinstalled the driver to no avail.
Could someone please tell me what I need to do to enable a user to be able to connect to the internet.
The OS being used is Windows 2000 Professional.
