User encrypted a file on Win2k3 box and now he can’t get access to it

I’ve inherited this problem. he ecrypted a while ago without any issues….As I understand it when this company did their DST updates for some reason they had to take everyone (Inlcuding this user) out of the Domain admin group. They have left him out and pretty much since then he hasn’t been able to gain access to the folder.

What I need to know is a) Is it possible to break this encryption some how or b) would moving him back to the domain admin group work.

This is kinda critical so any assistance would be much appreciated.
