User for 1 server and admin. rights

I have one server that is a application server. I would like 1 programmer to be able to login to this server and have admin rights to install, but only to this 1 server.

I give him server operator permissions but he can't login to the server. I have to give him domain admin rights, but then he can access all the servers.

What permissions or what can I do to do this?

Member of the Local Admin group.

Run a Local Policy for the Application Sever: Run command,type mmc, add/remove snap-in,
add Group Policy, choose Local Computer, click OK,
Open Computer Configuration, Windows Setting, Security Settings, User Right Assignment, on the right pane double click Log ON Locally, then add the programmer.

You cannot add a local admin group in the application server as suggested by our colleague because there is no such group in the machine that is being used as an application server.

Under local group policy, allow that user to log on interactively to that machine. THat doesn ot give him admin rights, but will give him logon rights.

The correct answer is made of the mixture of all answers above. That means you first had to do what
jeaster mentioned (give the programmer the ability to connect to the specified server) and then one of the answers gave by jwilczyn and jose_12650 to give him administrator rights on the local machine.
So - split the points in 3 and give everyone his "third".

Well I had tried giving local rights before and that does not work. They still cannot login. I don't think a domain plicy is blocking this.

Once they are l;ogged in, giving them admin rights does allow them to install things though.

Any ideas?

Try it yourself, it doesnt work.
