User list for print/file sharing

I have several 98 machines on a NT network that have file and print sharing installed but cannot access the user list. The machine are logging on properly and can see all of the network, I've even tried logging in as the Adminstrator but with no luck. I think it might have something to do with the way the logon server was set up but I'm not sure. Has anyone got any ideas on this one?

The default for file and print sharing is to setup the machine to use share-level access to the shares. This means that you can only control access to the shares by password. If you want to control access by username, you need to set up the file and print sharing to use user-level access control. This is done from the Network dialog box under control panel. Go to the Access Control tab and select user-level, then supply the name of a PDC or BDC in the white box.

Make sure the button to share files from this computer is checked. You also have to create the shares on the drive to access the data.
