User not able to connect to ODBC

I have a box that has three profiles.. Two of the 3 profiles have permissions to connect to ODBC. One user can and one user cannot. When I went into ODBC data sources to configure the other user it gives the error message “The ODBC connection may not be available”. When you go into the admin tools of the database it says the admin tools are not loaded.. But they are.. Anyone have any ideas.
