User not able to connect to ODBC

I have a box that has three profiles.. Two of the 3 profiles have permissions to connect to ODBC. One user can and one user cannot. When I went into ODBC data sources to configure the other user it gives the error message "The ODBC connection may not be available". When you go into the admin tools of the database it says the admin tools are not loaded.. But they are.. Anyone have any ideas.

What kind of ODBC

Is this a User DSN or a System DSN? If its a User DSN then you will have to re-create the ODBC connection for the user that does not have access to the ODBC currently.
Also - does the user that is having problems have the rights to administer its own ODBC? Without the proper rights you will get the error you stated above.

I agree, check the client's rights.

You know you have the admin tools loaded and working, and the ODBC is solid, then I would make sure the user has the appropriate rights. What is the OS? Are all users accessing from the same machine? Are they using the same applications with the same ODBC and the same DBMS (though ostensibly, this shouldn't matter, but it can)?

Check to see if the profiles have the same permissions. If they do, compare the services running.
