User Profile

I would like to create a user profile on a stand alone windows 2000 PC(Intel P4/512 MB Ram/20 GB HDD). I would like to have a minimum set of icons on the desktop and perform just a few tasks with this user. Step By Step instructions would be very much appreciated.
