User Profile or Security Policy ???

User Profile or Security Policy ???
I am a Network Administrator and i have been facing some problem while resetting the permissions in the User Groups. Now when the user logs on the system32 folder in the WINNT is open on the desktop. I know it is due to some reason of the policy or profile but i cannot able to solve it. If anyone can help me out in this ???
