user profiles

I have around 30 Win 98 SE users. win 98 creates a profile for each user on a local machine. if i have to create a short-cut on a desktop for some application, i need to create this short-cut on each profile. when user moves to a different machine he won’t get this short-cut on that machine beacuse short-cut in his profile on this new machine is not created. this creates a problem.

how do i make one common profile for all the 30 users.
