User Profiles

I want to set up user policies for individual users on a Win2K computers on a Novell network. Group Policies are not strong enough. Is there away that you can create a profile kind of like the ones in Win95 & Win 98? I want to lock down the desktop, hide network drive, etc and allow only listed programs to run? I tried running MMC, but it made all the users the same.
