User res. limitation on w2k term. server

Hello!

How to limit resources per user on terminal server – CPU and RAM?
I have problem when one user is running huge calculations – CPUs are near 100% and other users are really slow down.
(All users are using same accounting application)
What are solutions for this case? (Microsoft or third party tools – what are useful for this, where to find, buy …)
