User Rights Lockout for 2000

At my company they have had a user admin lockout policy from the begining with little resistence and very few problems. The big problem we seem to face right now is our conversion over to 2000. There seems to be quite an issue with locking out users without them using functionality with a number of applications. Worse yet, Microsoft's solutions are incredibly tedious and the solutions provided by the individual vendors (instructed to contact by microsoft) are sub par if even existant.
Example - Flash 4 & 5 makes changes to the registry once open, a procedure not allowed by 2000 users without admin or power rights, and so this application is denied. Microsoft instructs us to retrieve patches from the vendors themselves and the one for Flash has yet to work. And this is just an example, there are many others, including MS applications.
Are there any known fixes to this dilema?
