User Rights on Internet & Applications

I have a client who have 4 users on the same workstation. 3 users have full rights to application and internet. 1 user have very limit rights such as open and edit Excel file and only send and receive email. No right to other applications and no surf on the internet. Computer is Pentium 4, 3.0GHz running Windows XP Pro SP2. This computer is running on peer to peer network.

On this workstation what is the best way to implement it?

Set up user accounts with different privileges.

Go into the control panel and click on users and then follow the prompts as to what is required for each user. I don't think that you'll be able to limit a user to just one program though.

What I do is right click on the folder or program and in security I deny that person. If you have a lot of programs it is a pain but it has always done the job for me. You could also probably do this better and faster in group policy but I am not real familiar with that yet.
